Purpose
The Cyber Fusion Innovation Center (CFIC), in collaboration with Army Cyber Command (ARCYBER) Technology and Innovation Center (ArCTIC) is in search of industry expertise to enhance ARCYBER’s capabilities to assess risks and tactics, techniques, and procedures (TTPs) associated with Advanced Persistent Threats (APT)s targeting network infrastructure through the development of a high-fidelity Internet Service Provider (ISP) Cyber Range. The release (click the button below the flyer to view) documents ArCTIC’s methodology for pursuing, selecting, and assessing such solutions.
Background/Synopsis
In FY26, ARCYBER identified the need to seek proposals from qualified vendors for the development and delivery of an advanced, scalable ISP network range. APTs are increasingly targeting core internet and telecommunications infrastructure to establish covert footholds, compromise downstream customers, and posture for widespread communication disruptions. To effectively understand and mitigate these systemic risks, cybersecurity researchers and penetration testers require an environment to safely mock, map, and emulate adversary tactics within real-world global network infrastructures.
The solution sought must allow operators to conduct highly interactive, complex missions spanning from top-level Internet Exchange Points (IXPs) down to the Customer Premise Equipment (CPE). To accelerate experience accumulation and mission execution, the platform must provide deep situational awareness through comprehensive traffic monitoring, granular device-level debugging, and the ability to rapidly reset the entire infrastructure to a baseline state for subsequent testing iterations.

The Cyber Fusion Innovation Center (CFIC), in collaboration with U.S. Army Cyber Command (ARCYBER) and Army Cyber Technology and Innovation Center (ArCTIC), invites qualified industry partners to attend and participate in a brainstorming event for the development of an Agentic C2 Framework tool designed to autonomously navigate infrastructures, identifying and neutralizing identified threats/targets. This prototype will implement a modular, autonomous agent capable of navigation, environmental observation, and anomaly detection across digital environments and improving consistency across lines of effort that would occur without AI assistance.
Background/Synopsis
This release is seeking technical experts to brainstorm on limitations and potential solutions for the development of an Agentic C2 Framework tool designed to autonomously navigate infrastructures, identifying and neutralizing identified threats/targets. Our organization is seeking to leverage automated solutions to further improve the efficiency and thoroughness of a modular, agentic C2 Framework tool capable of stealthy navigation, environmental observation, and anomaly detection across digital environments. It must operate with minimal human oversight, remain lightweight, and be deployable in contested, air-gapped, or cloud-native systems.
