  • Purpose 
    The Cyber Fusion Innovation Center (CFIC), in collaboration with U.S. Army Cyber Command (ARCYBER) and Army Cyber Technology and Innovation Center (ArCTIC), invites qualified industry partners to submit proposals for the design, implementation, and maintenance of an integrated Forensics and Malware Analysis Laboratory. CFIC seeks to enhance ARCYBER's forensics capabilities, enabling comprehensive malware analysis, incident response, and support to cyber defense operations of Army networks and critical infrastructure. 

    Background/Synopsis 
    U.S. Army Cyber Command operates and defends Army networks and delivers cyberspace effects against adversaries to defend the nation with over 16,500 Soldiers, civilians, and contractors working 24/7 across the globe. In today's rapidly evolving threat landscape, ARCYBER requires an integrated and supported analysis capability to conduct forensics, malware analysis, incident response, and cyber defense operations. The speed and complexity of cyber-attacks continue to increase, and cyber defenders need a modernized capability that can complete investigations at a matching speed across several devices simultaneously.

Event Summary

From 18-19 March 2024, CFIC and the ARCYBER Technology and Innovation Center (ArCTIC) hosted a fully virtual Assessment Event for the Forensics and Malware Analysis Laboratory (FORMAL) initiative. Out of 24 submitted whitepapers, 9 top industry participants were selected to present their innovative solutions to an esteemed Assessment Team. Following engaging demos and evaluations, one company was selected for award on 26 June 2025, moving forward into a Statement of Work and contract. This event highlights our commitment to accelerating ARCYBER's forensics capabilities, enabling comprehensive malware analysis, incident response, and support to cyber defense operations of Army networks and critical infrastructure.

Event Outcomes

  • 28 Total white paper solutions were submitted through Vulcan

  • An initial down-select of the Top 9 companies were made based on scores after Assessors grading in the Vulcan platform

  • From 18 MAR - 19 MAR, virtual demonstrations were held with the Assessment Team through MS Teams with an additional Q&A session for all downselects on 27 MAY - 29 MAY

  • One solution was selected for award on 26 JUN 2025, and the contract with that company, CODESCRATCH, was signed on 15 AUG 2025
